The President receives a policy briefing on the Korea Communications Commission

The Korea Communications Commission (KCC) seeks to establish policies for smart era an environmental broadcast for next year and expands the market for telecommunications. On December 17, KCC presented the policy report for 2011 to President Lee Myung-bak.

The KCC selected three core strategies and detailed policy agenda to keep pace with the new paradigm of media convergence and the smart age.

Mainly the key strategies they unveiled are improving the environment for the Smart age, advancement of the market and implementation for a user-friendly environment.

With this, the KCC propels the expansion the content advertising market and competitiveness as well as digital transition of the broadcast.

First off, KCC will strengthen the production capacity and adjust the outsourcing rate by enhancing the competitive of content in broadcast communications. They also implement a better regulation of ownership and delinquency ratio of the broadcasting market in order to vitalize content market and expand the program production and distribution capacity.

For introduction of multi-channel broadcasting services, they modify regulations such as license type, channel configuration, policy measures and the related legal system.

Innovating the legal system to meet global standards is another goal of theirs. It is expected that the broadcast law or IPTV's separate legislation and recent legal innovation platforms such as smartphones will be harmonized through this legal improvement.

Especially, KCC will look over introductions of large purchase discount plans and rating factors based on data-only wholesale price for activation of service creation for mobile virtual network operators (MVNO) next June.

In addition, they will build an integrated Application store, regardless of operating system and mobile carriers, by June of next year for the improvement of content development environment and setting the foundation of the global market.

For the development of the Smart age, KCC established the next-generation wireless networks and Ultra Broadband convergence Network, as well as effective utilization plans for TV idle bandwidth.

As a part of its plan, they will conduct the gigabit-internet trial service in 6 cities as investing KRW 3 billion; the gigabit-internet is 10 times faster than current internet. They will support building broadband, 100mega grade, in rural areas for solving the digital divide. Also, they invested KRW 5 billion for the empirical testing environment of the future network.

They plan to provide nationwide service by building Wi-bro network in 82 cities and major highways in the nation. In addition, they will introduce LTE from the second half of 2011 and expand the network by 2014 in various stages. It's all part of preparing the explosion of wireless traffic and the initiation of the future market.

Wi-Fi networks will be also increased to 165,000 spots from current 66,000 in order to provide a stable wireless internet environment to effectively disseminate rapidly growing data.

Meanwhile, KCC pointed the popularization of smartphone, broadcasting convergence service, IPTV services, and others as the results of this year. They also said they will make improving polices for expanding the content market and for the new transformations which the smartphone has brought today.
