Paper cartons, made of 100% natural wood pulp, can be recycled as quality toilet papers if they are collected separately. However, as many local governments do not collect them separately and most citizens discharge them with other waste papers, the recycling rate of discharged paper cartons is comparatively lower (30% in 09) than other packing materials such as metallic cans and platic bottles (75%).
For local governments which participate in the campaign, the Korea Paper Carton Recycling Association will distribute recycled toilet papers and collection bags. Also, diverse incentives will be given to those who record good performance.
During the first half of the year, the campaign will be carried out for nine local governments -- Youngdeungpo-gu in Seoul; Chuncheon, Gangneung, Sokcho, Yangyang, Goseong in Gangwondo; Daedeok-gu in Daejeon; Geumjeong-gu in Busan; Nam-gu in Daegu. During the second half, the campaign is planned to be expanded to the whole nation.
