
IDC believes that, at a global level, the economic challenges of the past several years have not had a damaging impact on the public sector business consulting services market and will not for the 2010-2015 forecast period. However, these challenges have resulted in decreased revenues. Increased pressure by citizen groups to reduce the tax burden or to improve the delivery of constituent services will bring increased opportunity for public sector business consulting. To simultaneously manage cost control and service improvement strategies, agencies and the consultants who serve them will necessarily attempt more creative solutions, but will simultaneously be constrained by existing procurement, legislative, and political pressures.
The report, IDC MarketScape: Worldwide Public Sector Business Consulting 2011 Vendor Analysis (IDC #229541), assesses the capability and business strategy of the leading public sector business consulting firms. This evaluation is based on a comprehensive framework and set of parameters expected to be most conducive to success in providing business consulting services during the short and the long term. The results were used to create a graphical representation of the market based on each service provider's current capabilities and future strategies.
The vendors included in the analysis are Accenture, Boston Consulting Group, CSC, Deloitte, Ernst & Young, IBM, KPMG, McKinsey, and PricewaterhouseCoopers. In addition to the two vendors identified as "Leaders", five other vendors were named as "Major Players". They are Accenture, Deloitte, KPMG, McKinsey, and PricewaterhouseCoopers,
"As public sector entities consider consulting for complex projects, they will seek firms who improved interoperability between related functions in addition to solving the specific process in question," stated Cushing Anderson, program vice president, Business Consulting Services research. "Public sector MarketScape Leaders, IBM and CSC, scored well across a wide range of characteristics setting themselves apart from the other firms in the analysis. This vendor analysis shows that some vendors are better able to produce meaningful results than others."
