Aiming for a sound and constructive use of the Internet and smart phones, production of clean content, and a proper promotion of internet culture, The Launching Ceremony for the Clean Smart Volunteer Corps was held on August 23rd, on the 7th floor of KT's Gyeonggi Southern Branch Business Center located in Suwon, Gyeonggi-do. The governor's communications advisor Dr. Yang Jae-soo, who is the executive director of the Smart Gyeonggi Forum, said, "Clean Smart Volunteer Corps has its roots in the discussion for establishment which was held during the International Business Herb U-Gyeonggi Vision Declaration Ceremony on November 4th, 2008. As it was renamed to Smart Gyeonggi Forum on February 10th this year, we are going ahead with this creating a beautiful smart-world campaign to develop it into a forum for policy suggestions and social contribution activities. Currently we are conducting activities for cyber ethics such as a UCC contest for the Gyeonggi-do Content Association campaign and creating a clean social cyber environment." Then there was a brief introduction of  guests, followed by the screening of a video titled The Way to Becoming an Esteemed Leader of IT, where earnest search and introspection for the way to become a truly leading nation of IT was shared.

In the following congratulatory message given by Mr. Lee Gye-hyeong, the vice president of Dankook University's Industry-Academic Cooperation Team, he said, "You can find the significance of this event where the clean smart act which has been sporadic in the rapid development of the smart society is now under way in an integrated and a systematic way." The Gyeonggi-do administrative governor Mr. Kim Sung-yeol's welcoming speech was given next, in which he concluded, "The development of new gadgets like The Galaxy Tab and the iPad together with IT for the accompanying applications is in a rapid progress, making it difficult to predict the limits. Our lives have changed ultimately. So let us make this Clean Smart Act become the foundation for inspiring ethics which will serve as the driving force in pushing that means to a higher level."

Following congratulatory message was given by Gyeonggi University's Vice President Mr. Lee Jae-eun who said, "while smart has been developed as the tool for bringing people closer together, it can easily be seen where people harshly offend each other just because their faces are not visible. If those trashes are not thrown away in a world of smart phones, it will then become wounds and miseries to all those using the internet. I would like gather every volunteer who will make a better, happier, and a smarter world in this life-dominating internet online space."

And lastly Mr. Lee Sang-hoon, the Head of Daejin University's Industry-Academic Cooperation Team, said, "Being smart means solving and overcoming problems rationally, and the courage to creatively overcome the troubles of the upcoming cyber generation through the world's first public campaign, Creating Smart Gyeonggi, is praiseworthy."
After the congratulatory speeches, the declaration of the Smart Volunteers and the agreement ceremony took place. The student representative pledged during the solemn oath to become a person who will take the lead for a sound contents culture. The following event was the flag ceremony which symbolically represented the cultural innovation for the new world of the cyber in the upcoming generation. Next, a performance from one of KT's teams was held where they played music with iPhones instead of analog instruments. With the advent of the smart age where 10 million people access the internet by smart phones and thus the influence of the contents are increasing by day, today's launching ceremony is expected to contribute to creating a sound contents-use atmosphere in the future.
