Mr. Yang Yoo-seok, president of KCA (www.kca.kr) and the speaker of the seminar, remarked that changes in the environment of broadcast and communications in the area of contents, platforms, networks, and terminals with the help of the spreading of integrated services has shifted the paradigm from a ‘walled garden’ into an ‘open ecosystem’. He continued by saying that under the theme ‘Smart Korea’, the policy for broadcast and communications is implemented in areas such as the construction of an ICT hub worldwide, creation of smart ecosystems, development of new industries, realization of advanced digital broadcasting, and strengthening the welfare of the users of broadcast and communications.
Mr. Yang explained that since its former body as the Korea Wireless Employees Association, the KCA has played a role as an expert in the promotion of telecommunications. Since 2011 it has been renamed KCA, and it has expanded its role and responsibility to the management of funding and R&D, development of policy in broadcast, telecommunications, radio signals, and the promotion of the broadcasting contents industry. He added that the KCA is implementing various policies and entering into various businesses in line with the Korean government’s efforts to pursue ‘Strong Smart Korea.’
Mr. Yang said that as professional think tank, KCA is supporting various research activities for the policy development and mid- and long-term strategy setup in preparation for media policy set-up in the future. He added that “KCA is preparing for the next generation of telecommunications industry by planning, managing and evaluating research and development efforts for broadcasting industry, financed by funds that amounts to whopping 540 billion KRW accumulated for the development of broadcast and communications and trusted and managed by the KCA.
He announced that to enhance the competitiveness of the broadcast and communications contents industry, the KCA is planning to carry forward various businesses and support by producing media contents, supporting broadcasting overseas in Korean, and setting up support centers for digital media contents. He also revealed its plan to promote various projects to support viewers, such as guaranteeing accessibility to media for oft forgotten minorities.
He continued by saying that it is also planning various support activities such as a wireless management business with aims to promote clean, safe and the ultimate environment for broadcasting; support to nurture superior talents through license testing in various areas such as radio, broadcast and telecommunications; And extending loan services to broadcasting networks to help support the transfer to digital broadcasting.
