Three major international conferences to be held in Korea
An inaugural New Year Message delivered by the newly elected chairman Byun jae-il of the Korea Information Processing Society (KIPS) and member of the National Assembly of Korea, who took office as from January 2006...Ed. Since its establishment in 1993, KIPS (www.kips.or.kr) has developed remarkably, with the number of its members exceeding 10,000 in 2005.

As a head of the nation's top-level academic society, I feel a great responsibility for management of KIPS.
I will set 2006 as the year for another leap forward for KIPS. Related to this, I will place top priorities on the following eight projects:
Firstly, I plan to bolster cooperation and business ties between KIPS and information and communication-related institutions and businesses.
I will meet with heads of the Ministry of Information and Communication and other relevant institutions and companies and seek ways to enhance bilateral cooperation between KIPS and its counterparts.
Secondly, I will attract and hold advanced international academic conferences and symposiums. At present, KIPS has held the three international academic conferences-Asia-Pacific International Symposium on Information Technology (APIS), Asian Language Processing and Information Technology (ALPIT) and International Conference on Computer and Information Science (ICIS).
We will make full-scale preparations and extend full support to the top three international events in order to put them on the list of Lecture Notes in Computer Science (LNCS) in the immediate future.
Through close business cooperation with famous foreign academic societies such as IEEE or ICEIC, we will seek ways to invite heads of the academic societies to Korea and herald KIPS to foreign countries, as well as activate bilateral personnel exchanges.
In particular, we will newly establish an international cooperation committee to attract famous international academic seminars on information and science and make thorough preparations.
Thirdly, I will map out ways to boost activities of each study groups and branches. Related to this, I will liquidate study groups with little performance decisively and work out proper measures to boost activities of each study groups and branches. Also, we will make all-out efforts for active and sound management of KIPS by liquidating committees with little performance decisively and establishing new committees to push for fresh projects.
Fourth, we will push for improvement of the top three academic journals (theses, academic papers, papers written in English) in terms of both quality and quantity. We will activate an express screening system. In case that many papers are waiting for publication, we will expand edition volume to contain more papers.
At the same time, we will activate an express screening system by keeping the deadline for screening thoroughly. We will seek ways to encourage other papers to quote KIPS papers frequently in their references. Along with this, we will shorten the paper screening period and continue publishing the KIPS papers written in English, which made a debut in 2005.
In linkage with such international academic conferences as APIS and ALPIT organized by KIPS, we will publish excellent papers actively and improve quality of the English papers.
Fifth, we will carry out overall businesses to secure stable financial sources of KIPS.
To this end, we will request special corporate members to subscribe to KIPS, while mapping out a method to activate dormant members who have delayed the fee payment for a long period.
In addition, we will activate the academic- industrial cooperation committee and hold short-term lectures or workshops, which will be helpful to the finance of KIPS, creating a profit generating model. Sixth, we will offer a member management service by building Article Contribution Management System (ACOMS).
We will open the comprehensive information network now in test in the first half of 2006 to provide KIPS members with speedier, more convenient and high-quality services.
Seventh, we will map out a plan for informatization of secretariat. In preparation for an era of globalization, we will conduct education programs for informatization and foreign languages for staff members of the secretariat.
Through effective division of businesses and a business circulation system, we will revamp the climate of the secretariat and maximize business efficiency.
Eighth and lastly, we will map out ways for independence finance of KIPS.
