SEOUL, KOREA - Readers are now able to borrow even e-books from the National Central Library. Such a plan is expected to trigger the expansion of the e-book market, while some voice their concerns that the plan would endanger the protection of copyright.
The state-owned library (directed by Shim Jang-seop) announced on March 12th that it would carry forward an e-book rental service in cooperation with publishers and e-book distributors. It is planning to give a pilot service to residents of the multifunctional administrative city of Sejong in October after forming a consultative group with publishers and related distributors this month.
The e-book rental service is to literally lend e-books through personal mobile terminals such as Smart phones and Smart pads. The state-owned library is going to make an ‘e-book rental shop’ and a platform for the rental fees with an aim of linking publishers and readers.
The platform for an e-book rental service would be playing a role as a new distribution channel for small publishers. And as the government is going to run the service, the rental fees will be transparent. But, some argue that possible complaints would come up about the rental fee system and a consequent decrease in sales of the current e-books.

국립중앙도서관이 전자책을 빌려준다. 전자책 시장 확대의 기폭제라는 기대와 저작권 보호 위험 우려가 교차했다.
국립중앙도서관(관장 심장섭)은 출판사, 전자책 유통업체 등과 함께 전자책 대여 서비스를 추진한다고 12일 밝혔다. 오는 10월 행정복합도시인 세종시 주민을 대상으로 시범서비스를 진행한다. 이달 출판인단체와 유통업체가 참여한 협의체를 꾸릴 방침이다.
전자책 대여 서비스는 말 그대로 전용 단말기나 스마트폰, 스마트패드에서 전자책을 빌려보는 것이다. 국립중앙도서관이 장터와 과금 플랫폼을 만들어서 출판사와 독자를 연결해주는 방식이다. 조영주 국립중앙도서관 디지털기획과장은 “아직 초기 논의 단계이나 출판 업계는 물론이고 유통업체도 전자책 확산에 대응해야 한다는 공감대를 형성했다”고 설명했다.
대여 서비스 플랫폼이 만들어지면 영세 출판업체엔 새 유통 창구가 생기는 셈이다. 정부가 만든 장터기 때문에 과금 체계가 투명해지고 대형 온라인서점 외에 새로운 유통 채널을 마련할 수 있다. 독자도 다양한 출판사 경쟁에 따른 콘텐츠 다양성과 가격 인하 효과를 누릴 수 있다.
전자책 대여 서비스의 과금체계나 기존 전자책 판매 감소에 따른 불만도 예상된다. 영국이나 미국에서도 도서관의 전자책 대여 서비스를 두고 출판업자와 이견 다툼이 불거졌다. 보안 위협도 문제다. 현 전자책 디지털저작권관리(DRM) 구조는 해킹 가능성이 있어 출판인들은 불법 복제 우려를 내비쳤다.
