SEOUL, KOREA – Korea Intellectual Property Office (KIPO) is poised to cut the patent assessment period from the current 15 months to 10 months by 2015.
On Monday, the KIPO briefed President Park Geun-hye on its 2013 work plan that is centered on innovating intellectual property creation and support systems, powering up a creative economy by protecting property rights and fostering talent and reinforcing local companies and SMEs’ use of intellectual property.
Under the 2013 plan, KIPO will shorten the patent assessment period from 14.8 months to 10 months by 2015, trademark from 8.9 months to 3 months and design from 8.8 months to 5 months.
The KIPO will also work towards the introduction of a centralized patent court system and reinforce an online and off-line crackdown on forged goods. In addition, the KIPO will set up more help centers called IP-DESK overseas.
Besides, the number of “IP Star” companies will be increased to 1,500 by 2017 and projects for shared growth between SMEs and large companies will be scaled up through intellectual property sharing programs.

특허청, 특허심사처리기간 10개월로 단축
특허청이 특허심사 처리기간을 현행 15개월가량인 것을 오는 2015년까지 10개월로 단축한다.
특허청은 25일 청와대에서 이같은 내용을 포함한 `2013년도 업무계획`을 대통령에게 보고했다. 3대 중점추진과제로 △지식재산권 창출 지원 시스템 혁신 △지식재산 보호 및 인재 양성으로 창조경제 활동 견인 △지역•중소기업의 지식재산 활용 역량 강화를 제시했다.
특허청은 현재 14.8개월 걸리는 특허 심사처리기간을 오는 2015년까지 10개월로 줄이고, 상표는 같은 기간 8.9개월에서 3개월로 크게 단축한다. 디자인은 8.8개월에서 5개월로, 심판은 9개월에서 7개월로 각각 심사 기간을 단축한다.
특허청은 특허소송 관할 집중 및 변리사 공동 소송대리제도 도입, 온•오프라인 위조상품에 대한 단속 강화, 해외지식재산센터 확대 등도 추진한다.
이밖에 지식재산(IP)스타 기업을 오는 2017년까지 1500개로 늘리고, 지식재산 재능나눔을 통한 대•중소기업 상생 협력 사업도 확대한다.
