Korean government held the Economy Minister’s Meeting on April 1st and announced the countermeasures against weaker Yen containing the plans to help the suffering SMEs, such as the aforesaid actions. According to the countermeasures, Korea Finance Corporation will set up a KRW 100 billion fund for a Direct Loan Program that will provide loans to the SMEs suffering by weak Yen at an interest rate 0.2% point lower than their existing loans. Korea Credit Guarantee Fund and Korea Technology Finance Corporation will up its guarantee fee discount rate by 0.2% point by introducing special guarantee policy and reduce the time it takes to review a loan application. Korea Exim Bank will increase the size of special credit loan to KRW 50 billion within this year.
Korea Trade Insurance Corporation (KSURE) is to provide the export credit guarantee up to KRW 50 million for the export companies less than three years old. KSURE will also extend the exemption period for foreign exchange hedge insurance premium, if the number of exporting SMEs that sign up for the hedge insurance keeps growing.
Minister Ohsuk Hyun commented at the meeting, “the government will continue to support the SMEs, so that they will keep their competitiveness up and endure the tough times.”
정부, 엔저 피해 입은 중소기업 돕는다
엔저 현상으로 피해를 본 수출중소기업을 상대로 특별 유동성 프로그램이 지원된다. 또 환변동보험료의 감면기간이 연장되고 일본 현지에 공동물류센터와 수출인큐베이터가 신설•확충된다.
정부는 1일 현오석 부총리 겸 기획재정부 장관 주재로 `경제장관간담회`를 갖고, 이같은 내용을 골자로 한 `엔화 약세 대응방안`을 확정•발표했다. 이에 따르면 정책금융공사는 엔저 피해 중소•중견기업에게 기존 대출 대비 0.2%포인트 낮은 우대금리를 적용하는 1000억대 규모의 `직접대출 프로그램`을 신설한다. 신•기보는 특례보증제를 도입 보증료 감면폭을 0.2%포인트로 확대하고 심사기간도 단축한다. 수출입은행도 특례신용대출 규모를 연내 500억원까지 늘린다.
무역보험공사는 창업 3년 이내 수출기업에게 최대 5000만원까지 수출신용보증을 지원한다. 시행은 이달 말, 규모는 총 100억원이다. 공사는 또 수출중기의 환변동보험 이용이 계속 증가 시 당초 오는 6월말까지로 예정돼있던 환변동보험료 감면기간을 대폭 연장키로 했다.
대일본 수출기업 지원을 위한 인프라 구축도 강화된다. 코트라는 일본 나고야 현지에 국내 자동차부품회사들의 공동사무소를 설치한다. 6월말에는 오사카와 나고야에 `공동물류센터`도 신설, 물류비용 절감을 통한 수출경쟁력 제고를 지원한다.
중소기업청도 오는 9월말까지 오사카에 `수출인큐베이터`를 추가 설치, 최근 입주신청 급증으로 수용능력이 한계에 달한 기존 도쿄센터(12개 업체 입주중)를 확대한다.
이밖에 경제5단체를 중심으로 환위험관리 교육 및 컨설팅 체계가 구축된다. 현오석 총리는 “일본 아베 정권의 통화완화 정책에 따라 최근 엔•달러 환율이 가파른 상승세를 지속하고 있다”며 “수출과 성장의 위축을 비롯해 산업경쟁력 저하, 중소기업 피해 등이 우려되는 만큼 범정부 차원의 지원책을 지속 추진하겠다”고 밝혔다.
