SEOUL, KOREA – The Korea-Turkey Free Trade Agreement (FTA) will enter into force on May 1, the Ministry of Trade, Industry and Energy announced on Monday. Over the next five years, bilateral trade between Korea and Turkey is expected to grow USD 630 million.
The Korea-Turkey FTA is Korea’s ninth trade pact. Accordingly, Korea’s FTA partners will increase to 46 nations including the US, 27 nations in the EU and 10 nations in ASEAN. The Korea-Turkey FTA is a comprehensive trade pact that covers areas of trade in goods, services and investments.
Under the Korea-Turkey FTA, Korea’s exports to Turkey will further expand with the removal of import tariffs on all industrial products within the next seven years. Import tariffs on auto parts will be eliminated in five years and those on petrochemicals will be scrapped immediately.
Following the scheduled tariff reductions on industrial goods, the two nations will also start negotiations on areas of services and investments to conclude the talks within a year.
The Korea-Turkey FTA is projected to increase Korea’s real GDP by 0.01% in the short term and 0.03% over the next decade. Trade growth between the two nations is forecast to reach USD 630 million in five years and USD 740 million in 10 years.

한•터키 FTA, 5월 1일 발효…기대되는 효과는
한국과 터키간 자유무역협정(FTA)이 한달 뒤인 다음달 1일 발효된다. 향후 5년간 6억3000만달러 규모 교역 증대 효과가 기대된다.
산업통상자원부는 한•터키 FTA 발효에 필요한 양국 절차가 지난달 말 완료됨에 따라 5월 1일부터 발효된다고 1일 밝혔다. 양국은 지난해 3월 협상 타결 후 공식 절차를 밟아왔다.
한•터키 FTA는 우리나라가 체결한 9번째 FTA다. 이로써 우리나라가 FTA를 체결한 나라는 미국, EU 27개국, ASEAN 10개국 등 총 46개국으로 늘어난다. 한•터키 FTA는 △기본협정 △상품무역협정 △서비스•투자협정 △기타 협정 등으로 구성됐다. 이 가운데 서비스무역•투자협정은 상품무역협정 발효 후 1년 내 타결하기로 양국이 합의한 상태다.
핵심은 수입액 기준 사실상 전 품목에 10년 내 관세를 철폐하는 것이다. 우리나라는 수입액 기준 99.6%, 터키는 100% 품목을 10년 내 관세를 없앤다. 공산품은 양측 모두 전 품목을 7년 내에 관세를 철폐한다는 계획이다. 자동차부품은 5년, 석유화학은 거의 모든 품목 관세를 즉시 철폐한다.
한•터키 FTA 발효로 우리나라 실질 GDP는 단기적으로 0.01%, 장기적으로는 0.03% 성장이 기대된다. 교역 증대량은 5년간 6억3000만달러, 10년간 7억4000만달러에 이를 전망이다. 고용 측면에서는 향후 10년간 1391명 증가 효과가 점쳐진다. 발효 후 10년간 평균 220억6000만원 세수 증대 효과도 기대된다. 우리나라 전체 규모를 감안하면 세수 효과는 미미한 수준이다.
최동규 산업부 FTA정책관은 “한•터키 FTA 발효로 우리 기업의 터키 진출과 투자가 활성화할 것으로 예상된다”며 “한•터키 FTA가 글로벌 전문기업 육성에 기여할 수 있도록 적극적으로 지원하겠다”고 말했다.
