SEOUL, KOREA – An emergency medical system which allows doctors to check the condition of a patient in real time in case of emergency will be set up. And a legal assistance system that offers customized services to those who attempt to file an administrative appeal will also be introduced.
The Ministry of Security and Public Administration (MOSPA) has finalized 22 tasks of the 2013 e-government support project. The Korean government’s budget allocated to its e-government project is KRW 58.4 billion. KRW 1.5 billion will be poured into the building of a comprehensive anti-disaster and safety system, KRW 5 billion into the building of a medical equipment integration system, KRW 5 billion into the building of data analysis infrastructures and pilot runs and KRW 750 million into the building of a system that consolidates and streamlines overlapping national standards and certifications.
MOPAS Assistant Minister Park Chan-woo said, “Our e-government project is designed to tear down the barriers between ministries by linking each ministry’s information system. Continued investment in this project is needed to ensure the customized provision of administrative services to people.”

안전행정부, 올해 전자정부 사업에 584억원 투입
앞으로 응급사태가 발생하더라도 실시간으로 환자 상태를 점검할 수 있는 응급의료 체계가 구축된다. 또 국민이 행정심판 청구시에 맞춤 서비스를 지원하는 법률지원 시스템이 도입된다.
안전행정부는 최근 심의위원회를 열어 이 같은 내용을 골자로 한 2013년도 `전자정부 지원 사업 과제` 22개를 확정했다. 정부가 올해 전자정부 사업에 투입하는 예산은 584억원이다. 주요 사업으로는 통합재난 안전체계 구축(15억원), 의료기기 통합 안전관리 시스템 구축(50억원), 데이터 분석기반 인프라 및 시범 구축(50억원), 국가표준 인증통합서비스 체계 구축(7억5000만원) 등이다.
안전행정부는 2일 오후 1시 강남구 한국과학기술회관 대회의실에서 전자정부 지원사업 과제 설명회를 갖는다.
이 같은 과제가 구축되면 앞으로 소방방재청의 긴급구조 표준시스템과 복지부의 응급의료 정보시스템이 연계돼 응급 환자 상태를 실시간으로 파악하고 처치할 수 있게 된다. 또 당직 의사나 병실 상황 등 의료 정보가 공유돼 과학적 환자이송체계가 마련될 것이라는 설명이다.
정부는 이와 함께 현재 21개 부처가 운영하는 2만4000여종의 국가표준, 기술기준 및 인증제도가 상당 부분 겹치는 점을 감안, 표준인증 비용절감과 심사시간을 줄이는 통합 체계도 마련한다.
거주지와 사업지 혹은 부동산 소재지가 각기 다른 광역자치단체에 속해 있어도 우체국에서만 납부할 수 있었던 일부 공과금도 은행에서 납부할 수 있게 된다.
올해 전자정부 지원사업은 `정부 3.0` 구현 등 국정과제를 효과적으로 추진하고, 안전행정부의 정책목표인 `안전한 사회` `유능한 정부` `성숙한 자치`를 지원하는데 중점을 뒀다고 안행부는 설명했다.
이날 설명회에서는 22개 전자정부 지원사업과 함께 12개 U서비스 공공촉진사업의 세부사업 설명, 올해 첫 도입하는 PMO(Project Management Office•프로젝트 관리조직) 제도, 소프트웨어 분리발주 계획 등이 안내된다.
박찬우 안전행정부 제1차관은 “전자정부 지원사업은 각 부처 정보시스템 연계 통합으로 부처 간 칸막이를 제거하고 맞춤형 대국민서비스를 제공하는 매우 중요한 사업으로 지속적인 투자가 필요하다”고 강조했다.
