SEOUL, KOREA - Kim Ggot-maeum (43), a manager of the Ministry of Future, Creation and Science, is a science and technology expert who passed National Examinations for Public Administration and has a doctorate from Cambridge University where she studied on government scholarship. But she has been just staying at home for as many as four months as she is one of those waiting to be assigned.
The number of thosewaiting for their assignment in the Future Ministry is 11, the biggest among other government bodies. Most of them are section heads from the past National Science & Technology Commission under the Ministry of Education, Science and Technology. As the number of positions to fill for the Future Ministry dropped from some 900 to 770, those 11 officials are still waiting for their workplace.
As such, the Ministry of Security and Public Administration is going to check the table of organization of the Future Ministry to come up with solutions. “About half of those on the waiting list will be assigned by the end of this month at the latest. But the Ministry still doesn’t have a specific plan for the rest,” says a source from the Future Ministry.
미래부장미족들, "미래가안뵌다"
김꽃마음미래창조과학부과장(43). 행정고시(39회) 출신에영국국비연수에서는케임브리지대에서박사학위까지받은과학기술분야대표재원이다. 하지만김과장은현재집에서논다. 벌써 4개월째다. 인사상 `본부대기` 중으로, 이른바 `장미족`(장기미발령공무원)이다.
장미족이미래부에만총 11명. 중앙부처중가장많다. 대부분이옛교육과학기술부·국가과학기술위원회출신의과장급인사들이다. 미래부인력티오(정원)가당초 900여명선에서 770명으로급감한것이가장큰이유다. 특히방송통신위원회나지식경제부, 행정안전부, 문화체육관광부등에서넘어온인원들은기존조직과업무를그대로들고온반면, 교과부와국과위출신들은과학기술관련조직이미래부로흡수·통합되면서보직이없어진경우가많았다. 과기분야과장급인사들이미래부장미족의대다수를차지하는이유다.
이에따라미래부는이달중안전행정부로부터전반적인조직진단과그에따른인력재배치방안을점검받는다. 그결과에따라인력수급방침을전면재검토한다는계획이다. 미래부인사팀관계자는 “늦어도이달말까지는무보직과장급인사가운데절반가량은업무배치가가능할것으로보인다”면서도 “나머지인력에대해서는현재로선뾰족한대책이없는상태”라고말했다.
