SEOUL, KOREA – The Park Geun-hye administration’s creative economy policy is expected to make headway. On May 29, the Korean government will unveil an inter-ministerial roadmap for implementing the creative economy policy.
On Wednesday, Choi Mun-kee, Minister of Science, ICT and Future Planning (MSIP), said, “The government has drawn up a creative economy roadmap since March. On May 29, the road map will be announced after a vice ministers’ meeting and the State Council’s meeting. Controversy over the creative economy policy will dissipate, expediting the process of realizing a creative economy in Korea.”
Minister Choi added, “The creative economy road map was not written solely by the Ministry of Science, ICT and Future Planning. It compiles what 29 ministries and agencies have to do to move forward the creative economy policy.”
The MSIP has finalized 200 tasks for the road map which aims for the creation of jobs and markets though creativity and innovation; reinforcement of creative economy’s global leadership and creation of an ecosystem where creativity is respected and supported.
The road map contains six strategies - creation of a creative economy ecosystem where creativity is rewarded properly and starting a business is easy; support for venture capital companies and SMEs, creation of new industries and markets; fostering creative human resources; innovations driven by science, technology and ICT; and the government’s creation of a creative economy culture in collaboration with the public.

박근혜정부 창조경제 실현 계획 발표•••6대 전략은
박근혜정부의 창조경제 행보가 속도를 낼 전망이다. 정부는 오는 29일 범정부 차원의 창조경제 실현 기본 계획을 발표한다. 이어 6월에는 부•처•청별 세부 실행 계획을 확정•발표한다.
최문기 미래창조과학부 장관은 15일 “지난 3월부터 기본 계획을 작성했다”며 “오는 24일 차관회의와 국무회의를 거쳐 29일 발표할 예정”이라고 말했다. 창조경제 개념을 둘러싼 논란이 일단락됨은 물론이고 창조경제 구현에 속도가 붙는 전환점이 될 것으로 전망된다.
최 장관은 “창조경제 실현 기본계획은 미래부가 단독으로 작성하는 게 아니라 29개 부•처•청이 할 일을 집대성한 것”이라고 설명했다.
미래부는 창조경제 실현 기본 계획을 위한 과제로 200개를 확정했다. 미래부는 전국경제인연합회와 중소기업중앙회, 한국벤처기업협회 등으로부터 의견을 수렴하고 있다.
향후 5년간 창조경제 구현의 방향타가 될 창조경제 실현 기본 계획은 `창조와 혁신을 통한 새로운 일자리와 시장창출` 등 3대 목표와 `창의성이 정당하게 보상받고 창업이 쉽게 되는 생태계 조성` 등 6개 전략을 골격으로 구성된다.
3대 목표는 △창조와 혁신을 통한 새로운 일자리와 시장창출 △세계와 함께 하는 창조경제 글로벌 리더십 강화 △창의성이 존중되고 마음껏 발현되는 사회 구현이다.
6대 전략은 △창의성이 정당하게 보상받고 창업이 쉽게 되는 생태계 조성 △벤처•중소기업이 창조경제의 주역으로 우뚝 서도록 지원 △새로운 산업과 시장을 키워 미래 성장동력 창출 △꿈과 끼, 도전정신 갖춘 글로벌 창의 인재 양성 △창조경제 기반인 과학기술과 정보통신기술(ICT) 혁신 역량 강화 △국민과 정부가 함께하는 창조경제 문화 조성이다.
최 장관은 관계부처 합동으로 내놓은 벤처•창업 자금 생태계 선순환 방안도 6대 전략의 일환으로, 기업 요구가 많아 우선 발표한 것이라고 배경을 설명했다.
