Policy Imminent Integrated Communication, Broadcasting Body
An integrated communication and broadcasting body will be established under the President's office to guarantee the independence of broadcasting and strengthen relevant administration.
The Office for Government Policy Coordination (OPC) said that a bill concerning the setup of an integrated communication and broadcasting integrated body will be submitted to the National Assembly within this year for approval.
To prepare for the establishment of the body, an integrated committee will be set up and the President will appoint a chairman and members of the committee directly.
Under the bill, the tenure of the committee members is three years and they can be reappointed once. The committee will cover broadcasting, information and communication, management of electric waves and postal services, an OPC spokesman said.
Korea to Pour Billions into Biotechnology
The government has decided to invest US$14.3 billion in biotechnology sector over the coming 10 years to create a US$60 billion market by 2016.
This market will upgrade the nation to seventh worldwide from its current ranking of fourteenth, the Ministry of Science and Technology said.
Under its ambitious Bio-vision 2016 plan, the ministry has put priority on the acquisition of core technologies and the establishment of infrastructure that will help them in the applied industry.
The detailed plan calls for the integration of bio-technology with related areas such as post-genome studies, geneto- life research, information technology and nanotechnology.
A ministry spokesman said that proper attention will be given in an effort to increase the ethical standards of scientists to prevent the recurrence of cases such as the one involving Dr. Hwang Woo-suk. Hwang was a world-renowned researcher in the area of cloning who faked his research results, tarnishing the image of Korea's science community.
Meanwhile, the ministry decided to actively push for reform of a state bioengineering system, expansion of foundation to introduce advanced R&D, globalization of the biotechnology industry and revamp of relevant laws and regulations to let Korea become one of the world's top seven biotechnology superpowers in 2016.
