SEOUL, KOREA – The Fatherland Peaceful Unification Council (CPT), a propaganda organization of North Korea, made a special announcement on Thursday and proposed a government meeting to normalize Gaesung Industrial Complex and resume Mt. Geumgang Tour program to honor the June 15th Declaration by the two state heads in 2000. Since the start of Park Administration, it is the first time North Korea proposed a talk to the South.
North Korea said in its announcement, “other humanitarian issues may be discussed at the meeting, if necessary.” Regarding the time and venue of meeting, North Korea suggested the South can decide as it sees fit.
To such proposal by North Korea, the South Korean government responded positively, accepting the proposal for inter-governmental talk. Hyungsuk Kim, the spokesperson of Ministry of Unification said in a press conference, “the government accepts today’s proposal by North Korea with positive expectation and wishes the talk will start a process by which the trust between two sides will be re-built.” He commented that the logistical issues, including time, venue and agenda of the talk, will be announced later.
Meanwhile, President Park made a speech at the 58th Memorial Day Ceremony, stressing, “the North must realize that any provocation and threat will not get them what they want. Now, what North Korea must accept is that the process of trust in Korean Peninsular must be fully implemented, and the North must become a responsible member of global community and start working together.”
개성공단 정상화 돌파구...북, 당국 회담 제의에 정부 수용입장 밝혀
북한은 6일 6•15 공동선언 발표 13주년을 계기로 개성공단 정상화와 금강산관광 재개를 위한 남북 당국간 회담을 하자고 제의했다. 이에 대해 정부는 수용입장을 밝혀 개성공단 폐쇄 등 악화된 남북관계에 돌파구가 열릴 전망이다.
북한 대남기구인 조국평화통일위원회(조평통)는 이날 대변인 특별담화문을 발표하고 “6•15를 계기로 개성공업지구 정상화와 금강산관광 재개를 위한 북남 당국 사이의 회담을 가질 것을 제의한다”고 밝혔다. 박근혜정부 들어 북한이 남북 당국간 회담을 제의한 것은 이번이 처음이다.
북한은 “회담에서 필요하다면 흩어진 가족, 친척 상봉을 비롯한 인도주의 문제도 협의할 수 있을 것”이라고 말했다. 특별담화는 “6•15공동선언 발표 13돌 민족공동행사를 실현시키며 아울러 7•4공동성명 발표 41돌을 북남 당국의 참가 하에 공동으로 기념할 것을 제의한다”며 “북과 남 민간단체와 함께 당국의 참가 하에 6•15 공동선언과 7•4 공동성명 발표일을 공동으로 기념하면 의의가 클 것이며 북남관계 개선에 기여하게 될 것”이라고 덧붙였다. 회담 장소와 일시에 대해서는 “남측이 편리한대로 정하면 될 것”이라고 밝혔다.
이같은 북한의 제의에 정부는 긍정적으로 받아들인다는 입장을 밝혀 당국간 회담 제의를 수용했다.
김형석 통일부 대변인은 이날 북한의 특별담화문에 관한 정부 입장을 통해 “정부는 금일 북한의 당국간 회담 제의를 긍정적으로 받아들인다”며 ”당국간 회담이 남북간 신뢰를 쌓아나가는 기회가 되기를 바란다“고 밝혔다. 그러면서 ”회담의 시기와 의제 등 관련 사항은 추후에 발표할 것“이라고 말했다.
한편 박근혜 대통령은 6일 오전 서울 동작동 서울현충원에서 열린 제58회 현충일 추념식에 참석, 추념사를 통해 “북한은 어떤 도발과 위협도 더 이상은 통하지 않는다는 것을 알아야 할 것”이라며 “북한의 핵무기 개발과 경제건설이란 병행노선은 병행할 수도 없고, 성공할 수도 없으며, 스스로 고립만 자초하는 길이 될 것”이라고 지적했다.
이어 박 대통령은 “이제 북한이 선택해야 하는 변화의 길은 한반도 신뢰프로세스를 적극적으로 받아들이고, 국제사회의 책임 있는 일원이 되어 함께 공동 노력을 해 나가는 것”이라고 강조했다.
박 대통령은 "하루속히 고립과 쇠퇴의 길을 버리고 대한민국과 국제사회가 내미는 평화의 손길을 용기 있게 마주 잡아 남북한 공동발전의 길로 함께 나아가길 바란다"면서 "한반도 행복시대를 열어가는 큰길에 북한 당국의 적극적인 동참을 기대한다"고 덧붙였다.
