SEOUL, KOREA - Thanks to the revised Act on the Software Industry Promotion, KCC Information & Communication has become the main beneficiary of the Supreme Court digitalization project to which big-sized companies are banned from participating. The project was implemented only by large-sized companies such as LG CNS and Samsung SDS.
The Supreme Court announced on June 6 that it selected KCC Information and Communication as a vendor to supply equipment for ‘family relation registration system’ that is worth KRW 3 billion. And the company won two other contracts from the Court on the 1st and 2nd projects of establishing an electronic litigation system for bankruptcy cases, worth KRW 7 billion and 3 billion respectively.
Before the amendment, most of the digitalization projects of the Supreme Court were, indeed, executed by LG CNS other big companies. The project of setting up electronic filing systems for almost all legal cases was so unique that only such big companies were able to conduct it. And they became the only ones that had built up the experience in implementing the unique project, making them continue to hold on to it.
The Supreme Court, however, came up with measures including information disclosure in order for SMEs to participate in the project before the amended Act on the Software Industry Promotion took effect.
“We have been drawing up manuals on managing the overall systems, so that even a new contractor will be able to take over and continue what’s been implemented by the predecessors,” says a source from the Court.
대기업 빠진 대법원 정보화 사업, KCC정보통신 수혜 `톡톡히`
개정된 소프트웨어(SW)산업진흥법 시행으로 대기업이 빠진 대법원 정보화 사업에서 중견 IT서비스 기업인 KCC정보통신이 수혜를 톡톡히 보고 있다. 그동안 대법원 정보화 사업은 대기업인 LG CNS와 삼성SDS가 도맡아 수행했다.
대법원은 개정 SW산업진흥법 시행 후 발주된 70억원 규모 도산사건 전자소송시스템 구축 2차 사업에 이어 30억원 규모의 가족관계등록시스템 장비 도입 사업자로 KCC정보통신을 선정했다고 6일 밝혔다. KCC정보통신은 앞서 30억원 규모 도산사건 전자소송 1차 사업도 수주했다.
개정 SW산업진흥법 시행 전까지는 대법원 주요 정보화 프로젝트는 LG CNS 등 대기업이 수행해 왔다. 실제 지난 2010년부터 발주된 총 350억원 규모의 특허·민사·가사·행정·신청사건 전자소송시스템을 모두 LG CNS가 수주했다. 연간 수백억원에 이르는 대법원 정보시스템관리(SM)도 LG CNS가 수행한다. 삼성SDS는 가족관계등록시스템 구축과 운영을 담당한다.
특정 대기업이 프로젝트를 독점한 배경에는 대법원 정보화 프로젝트가 국내 유일한 업무라는 특수성 때문이다. 대법원 외에는 동일한 사업 추진사례가 없어 기존 수행한 기업이 계속해서 사업을 수행할 수밖에 없는 구조다. 이 때문에 대법원은 개정 SW산업진흥법 시행 전 중견기업이 참여할 수 있도록 정보공개 등 대응방안을 마련했다.
중견기업이 정보화 사업을 수행해도 큰 문제가 없다는 것이 대법원 주장이다. 고범석 대법원 정보화심의관은 “과거 대기업이 수행하던 프로젝트를 중견기업이 한다고 해서 큰 문제는 없다”며 “프로젝트 관리 역량을 강화해 어느 업체가 수행해도 문제가 없도록 했다”고 말했다.
추가로 발주할 90억원 규모 집행 부분 전자소송시스템 구축 사업도 중견·중소기업 대상으로 사업자를 선정한다. 오는 2014년 말이면 LG CNS와 삼성SDS가 수행하는 수백억원 규모의 SM도 중견기업 대상 몫으로 발주될 가능성이 높다. 고 심의관은 “전체 시스템 관리 매뉴얼을 작성, 새로운 사업자가 담당하더라도 매뉴얼만 보면 수행할 수 있도록 체계를 갖추고 있다”고 전했다.
