SEOUL, KOREA – Tax incentives will expand in order to galvanize R&D investments by the public and private sectors. National strategic technologies will be developed to create new IT-based industries and basic science researches will be promoted.
The Ministry of Science, ICT and Future Planning (MSIP) said Sunday that it drew up the 3rd Science Technology Fundamental Plan (2013-2017) and will hold a hearing on the plan in Seoul on June 11.
The Science Technology Fundamental Plan is the foremost, most encompassing national plan for science and technology that is drawn up every five years by consolidating each ministry’s plans and policies.
An implementation committee, comprised of nearly 300 experts from industry and academia, was set up in April of last year to add transparency and professionalism to the establishment of a 5-year fundamental plan for science technology.
The MSIP will factor in opinions suggested during the schedule hearing and make adjustments to the 3rd Science Technology Fundamental Plan (2013-2017) in consultation with relevant ministries. Then, the revised version will be finalized at the National Science & Technology Council (NSTC) meeting, schedule for July.

박근혜 정부, 과학기술 정책 비전 첫 제시
정부와 민간의 R&D 투자 활성화를 위한 조세지원이 강화된다. IT융합 신산업 창출 등 국가전략기술이 개발되고 기초연구 진흥 등 중장기 창의역량이 강화된다.
9일 미래창조과학부는 이 같은 내용을 담은 `제3차 과학기술기본계획안(2013~2017)`을 마련하고 오는 11일 오후 서울 K-호텔(옛 교육문화회관)에서 관련 공청회를 개최한다고 밝혔다.
이번 공청회에서는 오세정 기초과학연구원 원장(좌장)을 비롯해 곽재원 한국과학기술단체총연합회 부회장, 이혜숙 여성과학기술인센터 센터장 등이 토론과 질의•응답에 참여한다.
이번 계획안은 과학기술기본법 제7조에 따라 매 5년마다 관계부처의 계획과 시책을 종합해 수립하는 과학기술분야 최상위 국가계획이다.
지난해 4월에 구성된 기본계획 추진위원회를 중심으로 300여명의 산학연 전문가가 참여, 계획 수립의 투명성과 전문성을 제고했다.
이번 공청회에서 미래부는 향후 5년간의 과학기술발전 비전으로 `창조적 과학기술로 여는 희망의 새시대`로 설정하고, 비전 실현을 위해 `5개 고도화 전략(하이 파이브)`을 제시할 계획이다.
미래부는 이번 공청회에서 제시된 의견을 반영해 기본계획 시안을 수정•보완, 관계부처 협의를 거쳐 오는 7월 초 개최 예정인 국가과학기술심의회에서 확정한다.
