SEOUL, KOREA – The South Korea-EU FTA turned out to have propped up Korea’s exports to the EU in the midst of the global economic slowdown.
According to the Ministry of Trade, Industry and Energy (MOTIE), Korea’s exports to the EU from July 1, 2012 to May 31, 2013 slid 6.5% y-o-y to USD 43.7 billion. With the European economy in the doldrums, the EU’s demand for Korean products flagged. In particular, the South Korean shipbuilding sector was hit the hardest, witnessing its exports to the EU tumbling 29.7% during the same period.
Of the total export items, exports of items benefitting from the FTA's reduction and elimination of tariffs (down 1.5% during the same period) performed better than those of non-FTA items (down 12.2%).
FTA-backed SME exports have also improved. Korean SMEs’ exports to the EU ticked up 1.7% for the two years following the ratification of the Korea-EU FTA compared to the two-year period before the FTA. Exports covered by the FTA gained 7.9% while non-FTA goods dipped 15.7%.

한•EU FTA, EU 경기침체 속 수출 안전판 역할
한•EU 자유무역협정(FTA)이 글로벌 경기침체로 인한 대 EU 수출 감소 속에서 안전판 역할을 한 것으로 나타났다.
산업통상자원부는 20일 권평오 무역투자실장 주재로 `제2차 FTA 활용촉진협의회`를 열고 한•EU FTA 2주년 성과를 점검했다. 한•EU FTA는 지난 2011년 7월 1일 발효됐다.
FTA 발표 2년차 기간(2012년 7월 1일~2013년 5월 31일) 대 EU 수출은 전년 동기 대비 6.5% 감소한 437억달러로 집계됐다. 유럽 주요 국가 경기가 되살아나지 않으면서 EU의 수입 수요가 감소한 탓이다. 대 EU 수출 비중이 높았던 선박 분야가 직격탄을 맞았다. 발효 2년차 기간 중 29.7%나 감소했다.
전체 수출 중 FTA 혜택 품목은 비혜택 품목에 비해 경기침체 여파를 적게 받았다. 같은 기간 FTA 비혜택 품목의 대 EU 수출은 12.2% 감소했지만 혜택 품목 수출 감소는 1.5%에 그쳤다.
FTA를 활용한 중소기업 수출도 개선됐다. FTA 발효를 전후로 각 2년간 중소기업의 대 EU 수출은 1.7% 증가했다. FTA 비혜택 품목 수출이 15.7% 급감했지만 혜택 품목 수출은 7.9% 늘어났다.
최근 미국과 일본 등이 EU와 FTA를 추진하고 있는 것은 경계해야 할 점이다. 우리나라가 가졌던 대 EU FTA 선점효과를 놓쳐버릴 수 있다는 지적이다.
권평오 실장은 “유럽 경제위기 여파로 대 EU 교역과 투자가 위축됐지만 FTA 혜택 품목이 위기 속에서 버팀목 역할을 했다”며 “우리 기업이 EU 시장 선점효과를 잃지 않도록 적극적으로 지원하겠다”고 말했다.
