SEOUL, KOREA – At the 2014 Incheon Asian Games, slated for September, smartphones will interoperate with existing walkie-talkies used for security and emergency purposes.
The Incheon City government has named a new integrated wireless communications system “Smart Safety Management System” and selected South Korea-based wireless communications system provider “initialT” as a contractor last week.
initialT said on Sunday, “We have successfully developed a technology that consolidates Soft PTT (Push-to-talk), (walkie-talkie software for smartphones), general two-way radios and PC-based broadband Internet into a single communications system.”
The key to this technology is to allow smartphones with Soft PTT installed to communicate with general two-way radio systems used for security and fire control.
Soft PTT has been increasingly adopted over the past two years thanks to advances in smartphone performance and data networks (e.g. LTE), but it stopped short of covering communications with existing analogue TRS (Trunked Radio System)-based wireless communications systems.
This new technology supporting SIP (Session Initiation Protocol), used for VoIP, enables Soft PTT’s communications with analogue two-way radios.
Once this new technology is commercialized, the coverage of existing analogue walkie-talkies will be expanded dramatically on the back of smartphones that can serve as two-way radios wherever data networks exist around the globe.

스마트폰-일반 무전기 서로 교신하는 기술 상용화…인천아시안게임 안전망 시범 적용
2014년 9월 개막하는 인천아시안게임에선 스마트폰과 기존 경찰•소방방재용 무전기가 서로 교신하는 모습을 볼 수 있을 전망이다.
그동안 스마트폰에 내장된 소프트웨어 무전기(소프트 PTT:Soft Push-to-talk)와 일반 무전기는 같은 종류끼리만 통신이 가능했을 뿐, 영역을 넘나들지는 못했다. 인천시는 새로운 통합 무전시스템을 `스마트 안전관리시스템`이라고 이름 붙이고 지난 주 사업자 선정을 마쳤다.
원천기술을 제공한 기업은 국내 모바일 솔루션 기업 이니셜티(대표 이규동)다. 이니셜티는 14일 “소프트 PTT와 일반 무전기, PC의 초고속인터넷을 하나의 통신 시스템으로 사용할 수 있는 기술을 개발했다”고 밝혔다.
이 기술의 핵심은 스마트폰에서 데이터망을 이용해 무전기처럼 사용하는 소프트 PTT와 경찰이나 소방시스템에 사용되는 일반 무전 시스템이 서로 교신할 수 있도록 하는 것이다.
소프트 PTT는 스마트폰 성능이 좋아지고 LTE 등 데이터망 고도화가 이뤄지면서 2년여 전부터 급속도로 커왔지만 기존에 구축된 무전시스템과는 교신이 되지 않아 사용에 한계가 있었다.
경찰•소방•군용으로 쓰이는 무전기는 하나의 주파수를 일정한 채널로 분할해 접속하는 아날로그 통신시스템인 주파수공용통신(TRS)이 사용된다.
소프트 PPT가 아날로그 무전기와 통신이 가능해진 데는 인터넷전화(VoIP)에 쓰이는 접속설정프로토콜(SIP)을 지원하는 기술이 바탕이 된다. 소프트 PTT가 SIP을 지원하면서 아날로그 주파수의 데이터를 인터넷 데이터로 만드는 RoIP(Radio over IP) 게이트웨이 장비와 연결이 가능하기 때문이다. 인터넷전화와 아날로그 기반 시내전화(PSTN)가 연결되는 것과 비슷한 이치다. 이 기술을 이니셜티가 개발했다. 이니셜티는 미국의 통신 솔루션 기업 유니코이의 RoIP 게이트웨이 장비와 연동 테스트를 성공적으로 마쳤다.
새 기술이 상용화되면 통신거리에 제한이 있는 기존의 아날로그 무전기도 통신 범위가 대폭 넓어진다. 스마트폰은 지구상 어디서든 데이터망이 구축만 돼있으면 무전기 역할을 할 수 있기 때문이다.
이니셜티 관계자는 “UHF•VHF•TRS 등 다원화돼 있는 각종 무전 시스템을 그대로 활용해 스마트 무전시스템으로 일원화할 수 있어 획기적인 비용 절감과 다양한 관리 방식 개발이 가능하다”고 말했다. 해외에서는 미국의 RoIP 솔루션 전문 기업인 웨이브(WAVE)가 개발한 통합 무전시스템이 일부 쓰이고 있다.
