Seoul, Korea - Government's plan on building large scale solar farm to handle the summer power shortage has came to naught. The trade is criticizing the government's complacency toward electricity supply planning, including the impractical plan at first.
According to the Ministry of Trade, Industries and Energy (MOTIE) and the trade on the 24th, the 'Emergency Additional Construction Plan for 100,000㎾ Solar Power Generation Plant' announced by the government is at a standstill. The government had announced in May that it will build a new solar farm by the end of August as a part of 'Summer Power Supply Forecast and Plan.' However, Hyuk-gi Kang, Manager of Renewable Energy Department at MOTIE said, "in the original estimation in early June, we anticipated we will be able to add 100,000㎾ to the existing power supply by bringing the second half construction plans ahead, but the we will not be able to achieve the original estimation, because only few businesses stepped forward, because of the summer monsoon rain."
The government promised that it will count the implementation of solar power generation as the non-solar generation, with regards to the Renewable Portfolio Standard (RPS), to promote the solar power generation, but the promise was cancelled after encountering the problem with the compensation of generation cost.
The trade rapped out complaints on the near-sighted government approach to the renewable energy.
A trade insider pointed out, the government was contemplating to pay for the solar-generated power at the non-solar generated power, while the solar generation cost was higher."
Others pointed out that the government's plan to increase the supply in such a short time was impractical. “Increasing power supply in only a few month by solar farm is a window-dressing policy. Government should reduce the burdens to the solar generators and establish plans with long-term perspective, if it wishes to increase the power supply from renewable energy generators," added the industry expert.
전력난 해소 위한 대규모 태양광사업 `없던 일로`
정부가 여름철 전력난 해소방안으로 제시했던 대규모 태양광발전소 건설계획이 수포로 돌아갔다. 업계는 애초 실현 가능성이 낮은 계획을 전력수급대책에 포함했다며 정책의 안일함을 지적했다.
24일 산업통상자원부와 업계에 따르면 정부가 발표한 `10만㎾ 태양광발전소 긴급 추가 건설 계획`이 제자리걸음이다. 정부는 지난 5월 말 `하계 전력수급 전망 및 대책` 일환으로 8월 말까지 10만㎾ 태양광발전소를 신규로 도입하겠다고 밝혔다. 10만㎾는 약 3만3000가구가 사용할 수 있는 전력량이다. 정부는 9, 10월 예정된 태양광발전소 사업 허가를 앞당겨 주는 등 행정지원으로 8월에 태양광을 통한 전력 공급량을 늘릴 방침이었다.
강혁기 산업부 신재생에너지과장은 “당초 6월 초 계산에서는 하반기 건설 물량 허가를 앞당기는 방식으로 10만㎾ 물량을 확보할 것으로 예상했다”며 “하지만 장마로 인해 건설에 나서는 사업자가 줄어 8월까지 예정했던 물량 달성은 어렵다”고 말했다.
신재생에너지의무할당제(RPS)에서 태양광 실적을 비태양광 이행량으로 한시적 인정 계획도 백지화됐다. 태양광발전사업 확대를 위해 태양광발전을 이행하면 이를 비태양광 의무량으로 인정해주기로 했지만 발전비용 보전문제가 불거지면서 없던 일로 됐다.
강 과장은 “태양광 물량의 비태양광 보전과 관련해 사업자와 비용 보전 협상을 제대로 하지 못했다”며 “계획을 포기한 것은 아니며 앞으로 가다듬어 나갈 것”이라고 설명했다.
업계는 신재생 분야에 대한 정부의 근시안적 접근에 불만을 터뜨렸다.
업계 관계자는 “태양광발전단가가 비태양광사업 단가보다 비싸지만 정부는 비태양광 수준에 맞춰 비용을 보전한다는 구상이었다”며 “태양광 실적을 비태양광 이행량으로 인정해도 사업자 부담이 큰 상황을 감안하면 애초에 실효성이 없는 계획”이라고 말했다.
태양광발전소 건설 공기가 짧지만 짧은 시간 무리하게 공급을 늘리겠다는 계획도 문제라는 지적이다.
또 다른 업계 관계자는 “단 몇 개월 만에 태양광 발전소로 공급을 늘린다는 계획은 보여주기 식 정책”이라며 “국내 신재생에너지 보급량을 늘리기 위해 사업자 부담을 덜어주고 장기적 안목의 정책이 필요한 때”라고 말했다.
