
For the sake of people-oriented administration, Government 3.0 seeks to proactively address national tasks first that considerably affect the public by sharing information and having dispersed systems interlinked.
In addition, government-wide integrated management of public servant quotas, a building of task-oriented organizations and scaled-up personnel interchanges will take place to spur up cooperation among government agencies and local government. Specifically, innovative government operation methods, aimed to tear down barriers among different ministries, include running task-oriented organizations through organizational diagnosis; expansion of personnel interchanges between ministries and local governments (The number of government personnel exchanges will be increased from the current 283 to 693 by the end of this year); granting budget adjustment authority to interministerial cooperation task forces; and the provision of incentives (e.g. offering extra points in performance evaluations of organizations and individuals for their excellence in collaboration).
Building of the foundations for inter-ministerial cooperation
Government 3.0 goes for laying the digital collaboration foundations for around-the-clock online communication between public servants and the public via personal computers or smart devices. Moreover, Government 3.0 looks to address any inefficiency caused by the relocation of government agencies to Sejong in South Chungcheong Province by proactively promoting video conferences and building smart work centers.
Realization of scientific administration through the utilization of big data
Information on future trends, obtained though scientific analyses of big data in various forms and with rapid expansion speeds, will be put to good use in establishing a long-term vision for the future of South Korea.
