The city government announced on October 28 a plan to create a fully water-recycling city by improving the permeability of roads while mandating new buildings (including renovated buildings) to raise their water recycling ratios. On roads covered with concrete, asphalt, and granite stone, the city authorities will form strip-shaped green zones and create channels for rain water.
Beginning in February next year, the city will require building owners to come up with plans to reduce water waste while maximizing water reuse before building permission is issued. The government officials are also reviewing a proposal to allow building owners to erect higher-story buildings if they submit a separate rain water management plan in some areas of the city.
