RFID/USN industry's activation is a common task for both the government and business circles.

First of all, the RFID/USN comprehensive diffusion measures are being prepared from the government level. Starting with the efforts of the Korea Association of RFID/USN (www.karus.or.kr), domestic business circles also are unfolding international cooperation activities to prepare their groundwork for the overseas market.

With reference to tasks for the activation of the domestic RFID/USN industry, Chairman Kim Shin-bae, of the Korea Association of RFID/USN, said: "Other ministries also need to enlarge application fields by digging out leading demand by field and by aggressively propelling governmental RFID/USN project which are being driven forward centering on the MIC."

He spoke to the IT-oriented English Journal the Korea IT Times on the occasion of the RFID/USN 2007. "In case that civil enterprise will introduce RFID/USN, concrete incentives must be presented such as tax reduction and exemption, tax investigation alleviation, and allotment mitigation."

Moreover, the organization concerned need to improve awareness about RFID/USN-related technology such as consumer's low-tone tag recognition rate and individual information outflow concerns besides strengthening publicity activity so that consumers can recognize RFID/USN introduction effect.

Secondly, the chairman said: "RFID/USN business environment needs to be improved for the activation of domestic RFID/USN industry plus the need to nurture RFID/USN high-graded manpower."

With regard to the need of global market enlargement, Kim pointed out: "Not only overseas market information but publicity/marketing shortage, but also support program for the successful settlement of overseas on-the-spot inroad enterprises are insufficient." In that respect, he proposed that a common consortium between companies for the inroads of overseas emerging market, information exchange by country and region, and cooperation activity support plan should be prepared.

Global market enlargement a necessity

Regarding the pending question among the government's RFID/USN diffusion comprehensive measures, Kim insisted that RFID/USN introduction and Tag sticking obligation will be have to be enforced for public interests such as a transparent economy, national health, and social order maintenance.

The Chairman said: "Publicity activities need to be urgently stepped up such as freeof- charge education for users, vernacular seminar tour, and press coverage for the awareness conversion of RFID/USN users."

Chief content of the government's RFID/USN measures breaks down into three sections. That is, law institution improvement for the diffusion of the civil codes, secondly a total of 15 diffusion and pilot project propulsions, and thirdly, technology development and standardization.

For the sake of tag price reduction through large-sized RFID demand creation, the government is driving forward RFID sticking obligation with priority given to fields such as procurement commodities, articles of food, and medical supplies.

By selecting a total of 15 RFID/USN diffusion and pilot projects, whose ripple effect is big and which shows technological/ economical validity, the government is planning to propel a full diffusion project from 2008.

What is more, the government is inducing successful RFID/USN diffusion by propelling projects in common from their initial stages from the dimension of governmental each ministries and MIC including domestic standardization's establishment corresponding to international standard.

In connection with the government's comprehensive diffusion RFID/USN measures, Chairman Kim explains: "The Association is also devising diverse support means for the sake of the civil field RFID/USN diffusion."

In conjunction with the government's pilot and diffusion project's outcome Kim said that coordination is necessary for project propulsion way so that RFID/USN special SI companies and small and medium- sized hardware, and software company's participation in governmental projects can be enlarged.

As regards manpower nurturing and IPR confrontation, the chairman said that the Association will continuously propel RFID/USN practical manpower by nurturing education by 2010 which is being enforced as part of the u-IT Hub construction.
