New Born “ ICT Technology Promotion Center” the National ICT Control Tower

“(Tentatively named as) the IT Technology Promotion Center, the national ICT control tower, to be established. With the Special Act on ICT going into effect on February 14, the problem of reverse discrimination on Korean ICT equipment will be resolved, and the door to 800 billion market will open wider.”

The Special Act on ICT legislation designed to promote Korean IT and vitalize convergence, is going into effect on February 14. Under the Special Act, the IT Technology Promotion Center and IT Strategy Committee will be launched. Each institution is expected to function as a control tower that plans and coordinates the ICT R&D and national IT strategy.The IT Strategy Committee under the prime minister’s office will work in full gear, handling the 3 trillion budget with practical authority to execute policies. The IT Technology Promotion Center will be an auxiliary institution to the National IT Industry Promotion Agency (NIPA) with approximately 150 staff located in Daejeon. The IT Technology Promotion Center is expected to oversee public projects, including technology trade, technology evaluation and commercialization of technology, as the control tower of national ICT R&D projects.

With the Special Act on ICT in effect, the Ministry of Science, ICT and Future Planning plans to apply the IT and Network Equipment Implementation and Operation Guideline to all public institutions under government departments, as described by the Special Act. With the Plan, the Ministry attempts to seek ways to resolve reverse discrimination on Korean products, by allocating more scores and mandating the preliminary review of RFP. If the Ministry’s efforts are successful in ridding discrimination on Korean equipment, the door to the ICT equipment market worth 800 billion per annum will open wider, which will lead the strengthening of the foundation for Korean ICT equipment industry. Also, the regulations are expected to be minimized to promote a variety of new ICT services and competition in the broadcasting market.
