
It is possible to create blue oceans for a future leap of Korea’s ICT industry on the basis of Korea’s e-government which has been recognized as the most advanced one in the world.
The success know-how on e-government development and ICT industry promotion is an intellectual property which only Korea has.
The Korean government, giving support for development of e-government in about 40 countries with the ODA fund through the KOICA, Ministry of Public Administration and Security, Ministry of Science, ICT and Future Planning and etc.,has introduced to the world the excellence of Korea’s e-government and its competence in ICT industry.
Those countries which are well aware of the e-government and ICT industry of Korea would like to benchmark the success know-how of Korea.
The Korean government and corporations, by establishing a new strategy for coexistence and co-prosperity with those 40 countries, would be able to make an economic block of ICT industry through which Korea can play a leading role in ICT industry of the world for next 50 years or so. .
The writer, with his experiential know-how gained in the course of working for ICT industry of Korea over the last 45 years and with the status on promotion of ICT industry which the writer had foundout in countries in Southeast Asia and Central Asia while recently providing consultancy forthem on this area, has been proposing the policies by which Korea can make another major leap in ICT industry.
1. The Korean government should develop strategy by which to form the ICT industry markets in over 40 countries into one economic bloc.
2. Regarding the e-government support businesses for the countries which are supported by the Korean government it is necessary to make up for its strategy by making thelevel at which such support has been provided shiftedfrom the current diplomatic level to the economic cooperation level.
3. It is time to shift the support strategy which has beenled by the government to the one which is led by corporations and backed up by the government.
4. Of such enormous support fund the Korean government has to consolidate the budgets for the e-government and ICT industry sectors into one and to use it as a strategic investment fund.
5. Korean corporations have to discard the passive strategy selling e-government as a kind of manufactured goods to partner countries, and to shift their marketing strategy positively and actively in the way of pioneering and expanding the market through cooperation in technology, know-how and capital.
6. Corporations will have to discard the way in which individual corporations compete in the markets of partner countries, and to develop a way in which Korean corporations can cooperate strategicallyin the form of syndication composed of Korean corporations.
7. Korea has to develop an elevated policy to establish a coexistent and co-prosperous economic bloc on the basis of ICT industry with the said 40 countries using the same technology, same standards, and same networks under the leadership of Korea.
8. Corporations have to develop a political and economic strategy with which they could deal with the central government of partner countries.
Especially, the Korean government and enterprises have to develop strategy by which to counteractthe hot chase and powerful competition on the part of China with a sense of alarm.
Korea has to seekout its owncapabilities which China might be able tocatch up at least after making an investment in the areas concerned for about 10 years from now.
One of the capabilities is the know-how on e-government and ICT industry in which Korea has made an investment over the last 45 years and which Korea brought to a success.
China has been overwhelming us in terms of industrial product manufacturing techniques, labor cost and financial strength.
What are the forces which only we have
The know-how accumulated over the last 45 years that has led e-government and ICT industry to a success is the intellectual property and powerful forces which only we have.
Availing ourselves of this property, Korea would be able to create its future for next 50 years or so from now.
