According to the original article from the Beijing Evening News, the United States Navy is in search of a suitable "excuse" to gain a military budget. Thus, the Beijing Evening News stated, “It seems as though it doesn't really matter what we think of it. If America thinks of us as a potential enemy and that we shall be.” Commander James Kraska who is a professor of international law at the Naval War College (NWC) indeed wrote a long article in Orbis, which is a journal about world affairs in the United States, according to this simulation war he practiced. The result of the simulation war was that there would be a war in 2015 between America and China on the Pacific Ocean. This story of imaginary war ends when the Chinese Navy defeats the United States by further destroying the USS George Washington and losing supremacy in Northeast Asia.
The Chinese article criticized that, “America is paranoid on its security problems. Actually for many years the Ministry of National Defense has tried to make an enemy for appealing to the Congress and the public, encouraging their sensitive reaction to strengthen its leverage."
The US Army used the same strategy with USSR which forced them to spend more money on their security. After the cold war, sensitive data was released to the public. To discover that USSR’s Army was no match for the United States Army and their threat was far from America. The commander now, “proved" that the United States Navy faced serious danger based on the same theory.
The article further stated, "United States thinks that China is competing with them for economic supremacy, so there is no excuse for the United States Navy to take serious action. They told China that their navy will block the sea route. Even the United States Navy, has no way to admit that China has become strong enough to ward off a threat. China has tried very hard to make harmony in the world and is busy to develop a strong economy. This has led to no spare energy to shake America's supremacy."
