"The South Korean authorities must clearly realize that until they sincerely apologize for criminal actions against our republic, they will be fully excluded from all talks and dialogue on improving relations between the North and South, and ensuring peace and security on the Korean Peninsula," stated by KCNA.
The announcement from KCNA specified, "S. Korea should shut down its National Intelligence Service (NIS) and Ministry of Unification immediately. Also, harshly punish the individuals who led this plan." In addition, KCNA insisted, "Unless S. Korea publically apologizes for its crime against N. Korea, N. Korea will reject all of S. Korea's suggestions."
According to KCNA, Munhwa Ilbo, which is one of S. Korean newspapers, revealed the project on January 13. The project was planned by the NIS and the Ministry of Unification, named "Project of Emergency Rule, Revival.” This is a highly classified project for dealing with situations like political upheaval or rioting by its residents.
