The Korea Communications Commission (KCC) has come under criticism from relevant industries for making no significant contributions to industrial promotion in the past two years, except for its effort for IPTV commercialization. The Commission was created two years ago to serve as one of the main props for the broadcasting & communications industry.

Against this backdrop, the KCC has come up with a "promotion project for inter-industry convergence". However, there is concern over the promotion project on the grounds that the project is initiated by the private sector without the financial backing of the Korean government. On January 28, in a bid to fuse broadcasting and communications with the service industry, the KCC held the kick-off meeting of "the Public-Private Implementation Council for Green Fusion Services", with the following members in attendance: KT, SK Telecom, CJ Hello Vision, Samsung SDS, LG CNS, AhnLab (a Korean anti-virus company), and other service providers.

The Public-Private Implementation Council for Green Fusion Services is organized to create new services and breathe new life to the service industry by promoting inter-industry convergence between broadcasting & communications, medicine, transportation, finance, the law, distribution, and ubiquitous cities (U-city). At the kick-off meeting on Jan. 28, schemes (such as KT SMART, SKT IPE, and LGT's "Beyond Communications" strategy) to fuse broadcasting & communications with other sectors – were publicly announced. And CJ Hello Vision and the Health Insurance Review & Assessment Service (HIRA) also touched upon their future strategies. Based on what was discussed at the kick-off meeting, the KCC will choose the most feasible service convergence plan as a pilot project, and implement it in earnest in the second half of this year.
