The 46th Munich Security Conference opened on the first weekend in February, with heads of states, defense secretaries, ministers of foreign affairs, and about 300 other high-level officials. However, Angela Merkel, Vladimir Putin, and Nicolas Sarkozy did not attend the conference. The conference covered themes from Afghanistan, Middle East stability to global energy security, arms control, world power shifting and NATO's new strategy.
Taleban has revived in Afghanistan and Pakistan. America has recognized the difficulty of Afghan problems exceed far from Iraq war. It started to worry NATO because they could fail in Afghanistan as the Soviet Union did before. Thus Anders Fogh Rasmussen, NATO Secretary General, stressed that NATO, China, India, and Russia should cooperate to help solve Afghan problems.
Chinese Foreign Minister Yang Jiechi delivered a major foreign policy speech saying, “While focusing on its own peaceful development, China is undertaking more international responsibilities in a transforming and closely-linked world.” Under this condition, the U.S. and the European countries desire China's support.
