Finland Makes Broadband Access a Legal Right

The BBC reported, last week, Finland as the first country to make Broadband access a legal right.

Korea IT Times said earlier that U-City in concept may introduce new crime types and new legislation [http://www.koreaittimes.com/story/9575/what-does-u-city-subvert-its-forward-motion] and it was reported that some analysts think that Finland's move to make Broadband access a legal right may, in the Finnish context, cause problems with crime. 

Whether or not you think it haute couture legislation, it is a view that is frequently reported as supported by the United Nations.
